The General is ready and champing at the bit to start shipping the long-awaited Chevy Volt plug-in hybrid. Only one problem; the EPA can’t figure out the Volt’s mileage (which varies wildly depending on your source), so the whole fleet is tied up in red tape. Or, is it black electrical tape?
